Any experts on city zoning here? This question from a reader has me stumped:

I have a question about the new apartment on 11th between Pike and Union. It is the one that filled the old parking lot. How is it as tall as the Infinity and was not built up on an old buildings??

Thought there was a height restriction unless built upon and old building with some preservation.
